SINGAPORE — A man previously fined in 2019 for masturbating and urinating into women’s shoes was handed another fine on Tuesday (26 November) after he urinated into another woman’s shoe this year.

Low Yan Long, who had worked as a freelance undertaker providing funeral services, had just finished his job near a HDB block when he felt the need Hey Dude Women’s Shoes to relieve himself. He took the lift to the upper floor of the block, then urinated into a woman’s pink shoe, placed outside her unit.

The 35-year-old was fined $3,200 after he pleaded guilty to one count of mischief, and one count of failing to wear his mask properly in the same incident.

Low began his plead-guilty hearing on Tuesday by requesting the District Judge Prem Raj to have his name excluded from media reports.

However the judge said that the gag order applies only to the victim – in this case, the woman who owned the shoe. He added that there was no basis for him to exclude the media or ask them not to report his name. There was also no basis to impose a gag order on Low’s name, said DJ Prem.

Caught and fined for obscene act in 2019

In 2019, Low had decided to masturbate with a lady’s shoe to relieve his stress, claiming that he was sexually aroused when he saw and smelt women’s shoes. He then did the obscene act outside a unit in Toa Payoh.

The act was captured by CCTV footage and the shoe’s Skechers Womens Outlet owner’s husband reported the matter to the police. He was released on bail later but reoffended.

A government psychiatrist found that Low was not suffering from any mental illness and that his offences were “the result of his dysfunctional and sexually deviant way of dealing with stress”.

Low was fined $5,000 on 24 October 2019 after he pleaded guilty to two charges of doing an obscene act in public.

Returned shoe to rack after urinating in it

On 3 August this year, Low committed the same offence, after completing his undertaker job near a HDB block in central Singapore. At around 6.40pm, he felt the urge to urine and took the lift to the 10th floor of a HDB block. He descended the stairs to the ninth floor, and pulled down his face mask to his chin at the same time.

While outside a unit, he saw a shoe rack with some shoes. He unzipped his pants, selected a pink shoe belonging to a woman, and smelled it before urinating on it. After the act, he returned the shoe to the rack and left the block.

Low’s presence outside the unit was detected by the motion sensor installed on the main door. When the victim, a 29-year-old woman, and her husband checked Ecco Shoes  the video footage captured by the security system, they saw Low’s act. They checked the shoe and found wet patches and white spots on it.

The woman later called the police.

The shoe was worth around $44.29 and Low has since compensated the full amount to the victim.

In mitigation, Low said that he was receiving assistance from a social worker and that his salary was not fixed. He asked for a light sentence and to pay his fine in instalments.
